Facade Improvement Program
The Louisville Revitalization Commission (LRC) Façade Improvement Program provides financial support to help commercial property owners and businesses enhance the appearance and long-term vitality of buildings within the Highway 42 Urban Renewal Area. By offering reimbursement for eligible exterior improvements, the program encourages investment that strengthens curb appeal, supports business activity, and contributes to the ongoing revitalization of the corridor. What is this program?
The Louisville Revitalization Commission (LRC) Façade Improvement Program helps businesses improve and maintain commercial building exteriors within the Highway 42 Urban Renewal Area (URA).
The program provides reimbursement funding for eligible façade and site improvements that enhance the appearance, functionality, and long-term vitality of commercial properties.

Who is this program for?
The program is for commercial property owners and businesses located within the Highway 42 Urban Renewal Area in Louisville.
Eligible applicants must:
- Own or operate a commercial property within the URA
- Be registered and in good standing with the Colorado Secretary of State
- Be current on all required filings and payments
Additional requirements:
- Tenants must provide written authorization from the property owner
- Buildings constructed prior to 1955 require Historic Preservation Commission review
- Significant exterior changes may require Planning Department review
- All required permits must be obtained before reimbursement is issued

How do I apply?
1. Submit a complete application
Applicants must submit a full application package that includes all required supporting materials. Incomplete applications may delay review.
Required materials include:
- Project narrative describing the proposed improvements
- Photos of the existing building façade
- Proposed elevations or design drawings
- Window specifications (if applicable)
- W-9 form
- Estimated project costs
- Building construction year
2. Staff and LRC review
Once submitted, the application is reviewed by City staff and then considered by the Louisville Revitalization Commission (LRC).
- City staff evaluates completeness and program eligibility
- The LRC reviews applications during monthly meetings
- Typical review and approval timelines are at least four weeks
3. Sign agreement and obtain permits
If the project is approved, the applicant moves into the agreement and permitting stage.
- Applicant signs a façade improvement agreement
- All required planning and building permits must be obtained prior to construction
4. Complete improvements
After permits are secured, the applicant completes the approved façade improvements.
- Construction is completed according to approved plans
- City staff verifies compliance with permits and final work
5. Receive reimbursement
Reimbursement is issued after project completion and final verification.
Funding is provided once:
- The project is fully completed
- All final inspections and approvals are satisfied
All assistance is awarded at the sole discretion of the LRC and City Council. Submission of an application does not guarantee approval or funding. All projects must comply with applicable City plans, zoning regulations, building codes, and design standards.
